Position Overview

The Illinois Department of Natural Resources is seeking to hire a Fiscal Officer for The Office of Fiscal Management. This position will prepare, collect and analyze data for the Illinois State Museum annual operating budget, review and monitor payments, billings, and deposits relative to Museum activities, will research, review and evaluate existing operations, recommend policies and practices related to more efficient maintenance of ongoing Museum accounts, and will reconcile revenue transmittals with the Department’s Revenue Accounting Report. Essential Functions

• Under administrative direction and approval, serves as the fiscal officer for the Illinois State Museum.
• Maintains official books of accounts for the Illinois State Museum.
• Reviews purchase requests to determine if a Procurement Business Case is applicable.
• Serves as full-line supervisor.
• Performs internal audits of income control forms.
• Prepares responses to audit finding request, Court of Claims, legislative and other governmental entities.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill and mental development equivalent to completion of four years of college with courses in business administration and accounting.
• Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications

• Prefers two (2) years of knowledge of law, rules and regulations relating to accounting.
• Prefers two (2) years of utilizing complex accounting systems.
• Prefers two (2) years of intermediate experience in excel computer software/programs.
• Prefers one (1) years working experience and knowledge of GAAP reports.
• Prefers one (1) year working experience and knowledge of Procurement codes and rules.
• Prefers two (2) years of working experience with computerized accounting systems and software of a varying scope.
• Prefers (3) years of professional supervisory experience in accounting.

Division and Agency Statement

The Office of Fiscal Management develops budgets, processes payroll, administers workers compensation, manages audits, collects and records cash and receivables, tracks inventory and assets, processes vouchers, and conducts procurements, and holds responsibility for monitoring much of the Department’s operational procedures, to include the review of fiscally related procedures to ensure compliance with all rules, regulations and accounting standard.
